Call for Instructional Intervention Programs
The National Center on Response to Intervention has announced a call for instructional programs. Now through November 18th, the Center’s Technical Review Committee is accepting submissions of instructional intervention programs that can be used in an RTI context. All interested vendors are invited to submit. For more details see the Resources/Tools Chart section of our website, www.rti4success.org.   

RTI in Middle School: Frequently Asked Questions
This new resource provides guidance for middle schools implementing RTI by answering frequently asked questions and providing “snapshots” of current middle school practices across the country.  This document is useful as guidance for state departments of education, local education agencies, and school-level personnel as they move forward with RTI implementation at the middle school level, utilizing the essential components of RTI.

New Supplemental Resources focused on Tiered Interventions in High Schools
Two supplemental resources were developed to support the Tiered Interventions in High School: Using Preliminary ‘Lessons Learned’ to Guide Ongoing Discussions report that was developed by the High School Tiered Interventions Initiative (HSTII), a partnership between the National Center on Response to Intervention, Center on Instruction, and the National High School Center. HSTII has developed a presentation titled, “Summary of ’Tiered Interventions in High Schools: Using Preliminary ”Lessons Learned” to Guide Ongoing Discussions’ and a Contextual Factors of Implementation Planning Template to support educators wishing to understand the essential components of RTI and apply them in high schools. The presentation summarizes what the collaborative has learned thus far about tiered intervention implementation in high schools. The template is a tool to facilitate discussions with school staff about high school tiered interventions.

Upcoming Webinar and Live Chat
Dr. Amy ElledgeOctober’s webinar is titled “Implementing RTI with Integrity – How Will We Know?” In it, Dr. Amy Elledge addresses how to measure fidelity of implementation for RTI. She describes the Integrity Rubric developed by the NCRTI and gives examples of how it has been used in the field. States Come Together to Discuss Funding for RTI
On September 26, 2011, the Northeast Regional Resource Center (NERRC) and the National Center on Response to Intervention sponsored a call with states to discuss funding issues related to RTI. Participating states included Louisiana, Massachusetts, Missouri, New York, and Washington, as well as the University of Southern Maine. Do you have questions about funding and RTI? RTI Action Network Introduces the Thought Leaders Network
In this new series, experts in the RTI movement will provide commentary on the ideas of visionary leaders in a range of disciplines (business, visual arts, literature, technology and more) to see how other fields can help to advance the RTI movement. The first entry includes Dr. Don Deshler’s thoughts on the ideas of former Poet Laureate of the United States, Rita Dove. The commentary is focused on creating learning environments that embrace and respond to a range of learners with sensitivity to literacy needs. The IDEA Partnership and Partners Developed a Specialized Instructional Support Personnel (SISP) Learning Module
Personnel in every role in the school community need to know how they and their colleagues can collaborate and contribute to reach the goal of success for all students. This comprehensive learning module was developed to inform the field about the role and value of specialized instructional support personnel. Members of this SISP collaborative work group represent a range of roles at all levels of the education system as well as coming from geographic locations from across the United States. Together with the Office of Special Education Programs (OSEP), these partners form a community with the potential to transform the way we work.  A range of resources including guiding principles, a glossary of terms, PowerPoint presentations and more are available on the IDEA Partnership website.

Final Regulations Released for Part C of the Individuals with Disabilities Education Act
The U.S. Department of Education recently released the final regulations for the early intervention program under Part C of the Individuals with Disabilities Education Act (IDEA). The regulations, which incorporate provisions in the 2004 amendments, provide states with some increased flexibility, while ensuring state accountability to improve results and providing needed services for infants and toddlers with disabilities and their families.  

Notice of Proposed Rulemaking for Part B of the Individuals with Disabilities Education Act
On September 6, 2011, the Department of Education also released a notice of proposed rulemaking (NPRM) to amend the IDEA Part B regulations. Changes are being proposed to the regulations regarding when a State or local educational agency seeks to use a child’s or parent’s public benefits or insurance (e.g., Medicaid) to pay for Part B services. These proposed amendments to the Part B regulations would ensure the protection of the rights of parents and children and ensure that children with disabilities receive free and appropriate public education while addressing concerns raised by state educational agencies and local educational agencies regarding the burdens imposed by the current regulation.
